Franklin County Assessment Process

The Franklin County Auditor appraises all real property and assigns a market value. Ohio law under ORC 5713 requires a full reappraisal every six years with a triennial update in between. Franklin County's rapid growth means values often rise at each cycle. The Columbus metro area has attracted a lot of development, which pushes residential and commercial prices higher.

Assessed value is 35% of market value. Your tax bill equals the assessed value times the local millage rate. Rates vary by tax district. Columbus City Schools, Westerville, Dublin, Hilliard, Worthington, and other districts each set their own levies. Township and special district levies add to the total. House Bill 920 caps revenue growth from existing levies, but new voter-approved levies are not subject to that limit.

How to Search Franklin County Records

The Franklin County property search is one of the most detailed in Ohio. You can look up parcels by owner name, street address, parcel ID, subdivision name, or use the advanced search with filters for property type, sale price, and square footage. There is also an interactive map search with parcel boundaries.

Each record shows comprehensive ownership details including owner name, mailing address, and parcel number. You also see land value, building value, total value, and CAUV value if applicable. Tax data includes current taxes, amounts paid, and any delinquent balances. The database updates regularly.

A few tips for searching: do not use quotes in the name field (type ONeil not O'Neil). Use an asterisk as a wildcard. The system returns up to 500 results if no exact match is found.

Franklin County Tax Payments

The Franklin County Treasurer handles all property tax collections. Bills come out yearly with two payment deadlines. The first half is due in late January. The second half is due in June or July. Online payment is available through the treasurer's site. You can also pay by mail or in person at the treasurer's office in downtown Columbus.

Late payments trigger penalties and interest. If taxes go unpaid for a long time, the county can place a lien and eventually pursue a tax foreclosure sale under ORC 319. The treasurer's office can work with you on payment options if you are behind.

Franklin County Tax Exemptions

Multiple tax relief programs are available to Franklin County residents. The Homestead Exemption covers up to $25,000 of market value for homeowners who are 65 or older or permanently disabled. Veterans with 100% disability can exempt up to $50,000. Apply through the auditor's office.

The Owner-Occupied Credit provides a 2.5% reduction for your primary residence. The Non-Business Credit gives a 10% rollback on qualifying properties. Homestead status and owner occupancy indicators are visible on each property record in the search system.

Farm owners in the rural parts of Franklin County can use CAUV. This is less common here than in surrounding counties, but some parcels still qualify. The Franklin County GIS open data portal provides mapping and parcel data that can help identify land use classifications.

Board of Revision Appeals

If you think your Franklin County property value is too high, file a complaint with the Board of Revision. The filing period runs from January 1 through March 31. You will need DTE Form 2 and supporting evidence. Comparable sales from your area are the best proof. A recent professional appraisal done within two years also works well.

The board includes the auditor, treasurer, and a county commissioner. Hearings take place in spring and summer. Decisions come by mail. If you disagree with the ruling, appeals go to the Ohio Board of Tax Appeals under ORC 5715. From there, the Ohio Supreme Court is the final stop.

Note: Franklin County handles a high volume of complaints each year, so submit your paperwork well before the March 31 deadline.
