Hamilton County Property Assessment

The Hamilton County Auditor sets market values for all real property. A full reappraisal takes place every six years as ORC 5713 requires. A triennial update fills the gap between reappraisals. Hamilton County has a huge range of property types and values. Downtown Cincinnati condos, suburban single-family homes, historic properties, and rural parcels on the eastern edge all get appraised by the same office.

Assessed value equals 35% of market value. Your tax rate depends on which district you are in. Tax rates in Cincinnati city limits typically run between 70 and 80 mills when you combine all levies. Suburban areas tend to be lower but still substantial. School levies make up the largest share for most property owners.

House Bill 920 caps the revenue that existing levies collect when values rise. This is called the tax reduction factor. It keeps your bill from jumping just because values went up at reappraisal. But new levies approved by voters are collected at their full rate.

Hamilton County Property Search

Hamilton County Tax Exemptions

Multiple tax relief programs are available. The Homestead Exemption shields up to $25,000 of market value for homeowners age 65 and older or permanently disabled. Veterans with 100% disability can exempt up to $50,000. The Owner-Occupied Credit gives 2.5% off. The Non-Business Credit provides a 10% rollback.

Cincinnati has a special residential tax abatement program. Property owners who make qualifying improvements can pay taxes on the pre-improvement value for up to 15 years. This is a big deal for home renovations and new construction in the city. The abatement applies to the increased value from the improvements only.

Hamilton County Board of Revision

If your assessed value seems wrong, file with the Board of Revision between January 1 and March 31. Use DTE Form 2 and bring proof. Comparable sales from your neighborhood are the strongest evidence. A recent appraisal done within two years also works. The board consists of the auditor, treasurer, and a county commissioner.

Hamilton County handles a large volume of complaints each year. Hearings are scheduled through the spring and summer. Decisions can be appealed to the Ohio Board of Tax Appeals under ORC 5715. The final appeal goes to the Ohio Supreme Court.
