The AREIS system is the primary search tool for Toledo property tax records. AREIS stands for Auditor's Real Estate Information System. It won several national awards when it launched in 1999, including an International Special Achievements in GIS Award from ESRI. How Toledo Tax Bills Work
Toledo property taxes start with the market value set by the Lucas County Auditor. Ohio law requires assessed value at 35% of market value. Your tax bill is the assessed value times the millage rate for your tax district. Voter-approved levies set the rates for schools, fire, police, and other services.

House Bill 920 creates reduction factors on existing levies when values go up. This prevents your bill from rising in step with every value increase. Toledo Special Assessments
Toledo property owners may see special assessments on their tax bill. These are charges for specific city services tied to your property. Common ones include snow removal, leaf pickup, alley cleaning, and sidewalk repair. These assessments are separate from your regular property tax and are based on the service provided to your area.
Special assessments show up as line items on your tax bill. They are collected by the Lucas County Treasurer along with your regular taxes. If you think an assessment is wrong, contact the city of Toledo first, since the city sets these charges. The county just collects them.

Toledo Exemptions and Credits
Toledo homeowners can apply for standard Ohio property tax relief programs. The homestead exemption covers seniors 65 and older and permanently disabled homeowners. It removes up to $25,000 of market value from your tax calculation. Veterans with a 100% service-connected disability can get up to $50,000 exempted. Apply through the Lucas County Auditor.
The owner-occupied credit gives a 2.5% cut. The non-business credit rolls back 10% for residential properties. Both are standard across Ohio and apply automatically once your occupancy status is on file. Reappraisals every six years under ORC Chapter 5713 can change your value, so keep an eye on your assessment after each cycle.
Filing a Toledo Tax Appeal
Toledo property owners can challenge their assessed value through the Lucas County Board of Revision. File between January 1 and March 31 using DTE Form 2. Bring comparable sales or a recent appraisal as evidence. The board meets from April to June. Under ORC Chapter 5715, you can appeal to the Ohio Board of Tax Appeals if you disagree with the decision.
